Position Overview:

The Housing and Property Management Compliance Manager oversees and implements the ongoing HUD, SC Housing and/or local government funding compliance requirements and procedures for Homes of Hope’s rental portfolio. This position works with an in-house Property Management team of 6 and 3 outsourced property management companies. Job duties include: day to day tasks of document collection, auditing of files, remaining current with compliance regulations and any changes, training of internal staff and outsourced property managers to ensure that all residents and housing developments meet HUD, SC Housing and/or other local government funding compliance guidelines and regulations.

Duties and Responsibilities include, but are not limited to:

· Ensure that all processes and procedures for required compliance document collection are clearly documented, stay current and are implemented within all funding guideline requirements.

· Ensure that all resident files are always properly organized and maintained.

· Stay current on HUD, SC Housing and/or other local government compliance regulations, guidelines, and processes.

· Regularly train internal and outsourced property management staff on current and new compliance regulations, guidelines, and processes.

· Regularly audit internal and outsourced resident files for move ins and renewals.

· Develop and maintain confidential processes for residents and organization personal identifiable information.

· Prepare for and handle all government funder compliance monitoring.

· Complete and submit all annual required compliance documentation such as AOC reporting and Rent Approvals.

· Primary contact with government housing funders to include SC Housing and local government funders.

· Compliance liaison for outsourced property management companies.

· Understand and execute all HUD, Federal and State housing guidelines.

· Travel to rental properties for compliance inspections and to outsourced property management companies.

Minimum Requirements and Qualifications:

· 3+ Years HUD and/or SC Housing compliance experience

· 3+ Years HOME, NSP, SC Housing Trust Fund and Federal Housing Trust Fund Experience

· 3+ Years Government Income Eligibility & Rent Calculations

· Strong organizational skills

· Excellent verbal and written communication skills

· Strong interpersonal skill

· Effective and efficient process management and development skills

· Thoroughness and attention to detail

· Proven problem solving and critical thinking skills

· Ability to think and work independently

· Excellent math skills

Preferred Qualifications:

· Affordable housing property management experience

· 2+Experience with nonprofit operations

· Section 8 experience

· LIHTC experience

Working Conditions: 50% in office, 45% Office Site for Work Relate Appointments, and 5% remote.

Upon Start:

·         1 day for each month following starting month (i.e. May Start Date= 7 PTO days).  These days are available for immediate use.

·         Beginning January 2025 employee will receive 16 PTO days available for immediate use.

·         Annual Paid Holidays: 10 Days to include week for Christmas and New Year’s

After 60 days:

·         Homes of Hope HSA Contribution: $2,500 per year deposited into your account weekly

After 1 Year:

·         Up to 6 consecutive week of paid parental leave with up to an additional 6 consecutive weeks of unpaid parental leave.

Schedule:

36 to 40 hours per week.  Flexible arrival and departure with required work Monday-Thursday 9am-4pm and Friday 9am-3pm (Staff Lunch Friday).  Refer to job description for allowable percentage of in office, outside of office and remote work for this position.
